The OUTrans association, committed to supporting transgender individuals, has secured substantial public funding and plays a significant role in influencing institutional policies. Its partnership with the Ministry of Higher Education and Research (MESR) underscores the government's engagement in advancing discussions on gender identity. Through training programs, webinars, and educational materials, OUTrans promotes the idea that gender transition should be recognized as a personal right, without the necessity of prior psychiatric evaluation.

As part of this collaboration, the MESR has encouraged student representative organizations (ORE) to integrate these training programs, ensuring a broader reach. Additionally, OUTrans contributes to national public policies, particularly in the implementation of the 2023-2026 National Action Plan for Equality and the Fight Against Anti-LGBT+ Discrimination.

Significant Public Funding for Advocacy Projects

OUTrans benefits from considerable public financial support. In 2022, the association received €144,800 in total subsidies, with €138,700 granted by the MESR. Additional funding includes €100,000 from the City of Paris and €85,000 from the Interministerial Delegation Against Racism, Anti-Semitism, and Anti-LGBT Hatred (DILCRAH), notably for the establishment of "La Bulle," an LGBTQI+ community space.

While the MESR justifies this funding as support for academic research, part of the budget is allocated to the publication of materials advocating for easier access to hormone treatments, including for minors, without requiring psychiatric supervision. These publications encourage self-determination for young transgender individuals, challenging traditional medical protocols.

Publicly Funded Initiatives Under Scrutiny

The financial support received by OUTrans is directed toward several initiatives, some of which are subject to debate:

  • Charte Sport et Trans: Encourages the inclusion of transgender athletes in competitive sports, without addressing potential fairness concerns.
  • Transjam: A video game designed exclusively for transgender players.
  • FOREST: A study on the sexual experiences of transmasculine individuals, raising questions about its scientific value.
  • Trajectoires Jeunes Trans: An online platform offering guidance to young individuals exploring their gender identity, without mandatory involvement of parents or medical professionals.

A Strong Activist Influence on Institutions

Beyond awareness campaigns, OUTrans actively pushes for the removal of medical gatekeeping in gender transitions, advocating for unrestricted access to hormone therapy and surgeries, including for minors.

The association has also influenced the restructuring of institutional bodies, notably contributing to the dissolution of the DILCRAH Scientific Council after challenging the views of its president, who was considered too critical of youth transitions. Additionally, OUTrans has criticized other LGBT+ organizations that do not align with its more radical approach.

Debate Over the Allocation of Public Funds

At a time when the MESR faces financial constraints, concerns have been raised about the appropriateness of funding an association with a strong activist stance. Questions are emerging about the neutrality of OUTrans' initiatives and their impact on academic research and higher education policies.

In response, the UNI organization is calling for an end to the MESR-OUTrans partnership and urges the government to cease public subsidies to the association. They advocate for collaborations with groups that promote a balanced and non-partisan approach to gender discussions.
